A leader in innovative healthcare delivery, Ochsner Health Network (OHN) comprises leading health systems, partner physician groups and affiliated community providers across the greater Gulf South region. OHN is the largest and most advanced clinically integrated network (CIN) in the region and brings select health providers together to improve quality and reduce costs.

The 2,967* primary care and specialty care physicians participating in OHN are focused on sharing knowledge, resources, processes and technology to:

These visionary leaders drive Ochsner Health Network’s mission to deliver a higher level of care, with greater access and lower costs, to our patients and the communities we serve.

Scott J. Posecai Executive Vice President, Insurance Partnerships and Treasurer, Ochsner Health

Scott J. Posecai is the executive vice president, insurance partnerships and treasurer for Ochsner Health. In November 2021, he also was appointed to lead Ochsner Health Network, Louisiana’s largest clinically integrated network, continuing its successful focus on risk-based and value-based care delivery models. He also leads the Ochsner Accountable Care Network, now one of the nation’s top two large accountable care organizations, with more than 420,000 lives covered under these value-based contracts.

Posecai joined Ochsner Clinic in 1987 and was named chief financial officer in 1995, a role he held until the merger of Ochsner Clinic and the Alton Ochsner Medical Foundation in 2001. Upon the merger, he was named chief financial officer of Ochsner Clinic Foundation and assumed the treasurer role in 2018. Effective Jan. 1, 2021, he transitioned into a new role as executive vice president, insurance partnerships and treasurer. He maintains his responsibilities as Treasurer that include Capital Financing, Investment Portfolio Administration, Banking and Tax. His new responsibilities include setting the System’s strategy and execution plan for the Ochsner Health Plan and Ochsner’s continued investments in insurance product joint ventures and global financial risk arrangements with insurers.

Posecai is responsible for the Ochsner Health Plan, Insurance Partnerships, Ochsner Health Network Financial Operations, Managed Care Contracting and Treasury. Posecai holds a Bachelor of Science degree in Accounting from the University of New Orleans and is a licensed Certified Public Accountant.

Prior to joining Ochsner, he held positions in Accounting, Treasury and International Tax in the Oil and Gas Industry. He is a member of the American Institute of Certified Public Accountants and the Louisiana Society of Certified Public Accountants. He was named Alumnus of the Year for 2004 by the University of New Orleans, College of Business.

Eric Gallagher Chief Operating Officer

As Chief Operating Officer for the Ochsner Health Network (OHN), Eric Gallagher is responsible for directing network and population health strategy and operations, including oversight of performance management operations, population health and care management programs, value-based analytics, OHN network development and administration, strategic program management and marketing and communications.

Prior to joining Ochsner in 2016, Eric held leadership positions in health care strategy and execution – including roles at Accenture, Tulane University Health System and Vanderbilt University and Medical Center.

A New Orleans native, Eric earned a Bachelor of Science degree in Human and Organizational Development from Vanderbilt University and a Master of Business Administration from Tulane University.

Harry Reese Vice President and Chief Financial Officer

Harry Reese brings 30 years of financial healthcare leadership experience to his role as Vice President and Chief Financial Officer of Ochsner Health Network. Previously, Reese served as Chief Financial Officer of Halifax Health in Daytona Beach, Florida and President and Chief Operating Officer of Doctor’s Choice Home Health. He joined Ochsner Medical Center in 2010 as Chief Financial Officer and Vice President of Finance where he was responsible for the operating and capital budgets, financial and decision support, and strategic plan development. In 2016 Reese transitioned to Vice President of Ochsner’s Post-Acute and Home Care division where he was responsible for the performance and strategic planning of post-acute services and the development of innovative home-based programs.

A Long Island, New York native, Harry earned his Bachelor of Business Administration from Hofstra University and his Master of Business Administration from the University of Central Florida. Harry is a graduate of the Health Management Academy’s Chief Financial Officer Fellows Program.

Mary Armstrong Vice President of Managed Care

Mary Armstrong, Ochsner Health and Ochsner Health Network’s Vice President of Managed Care, has been with Ochsner for 12 years. Mary joined Ochsner in July 2005 as Director of Managed Care, was promoted to AVP, and then promoted to Vice President in 2012. Prior to joining Ochsner, Mary held managed care leadership roles with Humana Health Benefit Plan of Louisiana, Ochsner Health Plan, CIGNA, and Healthsource/Provident. Mary holds a Bachelor in Economics from Centenary College and a Master of Health Services Administration from the University of Arkansas at Little Rock.

Sidney H. “Beau” Raymond, MD FACP Medical Director

Dr. Raymond is a Board-Certified Internist now serving as the Medical Director of Ochsner Health Network and Medical Director and President of Ochsner Physician Partners.

Prior to joining Ochsner, Dr. Raymond was Vice President, Physician Practice Administrator and Chief Medical Information Officer at East Jefferson General Hospital. His experience included serving on the Steering Committee and later as a Board Member for Gulf South Quality Network. Beyond the administrative roles at EJGH, Dr. Raymond was involved with Medical Staff committees, including serving as Chief of Staff. He is also a Past President of the Jefferson Parish Medical Society.

Dr. Raymond earned a Bachelor of Science in Biology from Loyola University, earned a Medical Degree from the Louisiana State University School of Medicine, and completed his residency in Internal Medicine at LSU-New Orleans.
